Hi, I am new and I am trying to download a game to play offline. The game is Avast, Ye Mateys! by peter123.

I am not on Windows so I am trying to load the game into quest5 in a web browser.

I went to https://textadventures.co.uk/submit/submitfile to try to upload the file I downloaded to quest5, but the problem is the website said a game of that id already exists (of course).

Is it possible for me to download and play this game offline in a web browser? If so, how do you do this?

No. You need a copy of Quest to play the game.

If you're playing on this website, Quest is running on the server - but you need a connection to the server.
To play offline, you need to run Quest on your own computer.
I'm told that it works under WINE; but I haven't had any luck with that so far.
