So I have been going through the tutorial for the basics, and there is a part of the lesson in which they ask you to make the TV able to switch on and off. However, there is no options tab within my TV object. What do I do?

over the versions of quest, GUI~Editor Tabs kept getting added... too many... cluttering up the GUI~Editor... so, now they're toggle'able (hidden/revealed), which is explained here (and where to locate those toggle options):
